Some residents say their monthly utility bills consisting of electricity, water, sewer, and trash have nearly doubled.

"There was nowhere in this residence that they could have occupied without being within reach of urine or feces," the affidavit said.

The recount was requested by one of the candidates shortly after the election was decided on March 3.
